I'm sorry but you're playing wrong. Some people rather go fanatic pacifist and combine this with the Agrarian Idyll civic. What I'm thinking about doing is setting my Empires Origin to Scion, AI Empires to 0, Primitives to max, and Fallen Empires to 3. Stellaris.
